Цель – рассмотреть теоретические аспекты формирования энергетической безопасности Российской Федерации как составляющие комплекса национальной безопасности страны. Проанализирована система национальной безопасности России и ее составляющие, этапы формирования и развития системы национальной безопасности государства, начиная с Древней Руси и заканчивая современностью, особенности взаимодействия функциональных блоков национальной безопасности. Дана общая характеристика энергетическому блоку и финансовым ресурсам, а также их взаимосвязи с национальной безопасностью в целом. Cформулированы основные направления влияния энергетической безопасности на национальную безопасность государства, в том числе аспекты устойчивого развития и защиты экономических интересов. Проведена комплексная оценка влияния энергетической составляющей на состояние национальной безо­пасности Российской Федерации на основе анализа статистических данных, ретроспективного анализа взаимодействия подсистем системы национальной безо­пасности, интегральной оценки влияния энергетической составляющей на состояние национальной безопасности страны. Приведена экспертная оценка влияния энергетической составляющей на состояние национальной экономической безопасности России, которая показывает высокую степень зависимости. Полученные результаты могут быть использованы для дальнейшего регулирования уровня влия­ния топливно-энергетического комплекса на состояние энергетической и национальной безопасности России, а также для преодоления их тесной взаимосвязи.

The principles behind the national security complex rely on some important theoretical aspects of energy security. This article provides a diachronic analysis of Russia’s national security system, its interacting constituents, and development stages, with a focus on the energy unit and financial resources. The research revealed the major effects of energy security on the national security, including such aspects as sustainable development and protection of economic interests. The integral criterion analysis involved statistical data, retrospective interactions between various national security subsystems, and the impact of energy constituent on the national security. The expert assessment showed a reliable dependence of the national security as a system on its energy constituent. The results obtained may help the government to control the impact that the fuel and energy complex exercises on Russia’s national security, with a prospect for breaking this strong dependency.
