Современный этап социально-экономического развития общества отличает высокий уровень неопределенности и большое количество глобальных изменений. Цель исследования – провести сравнительный анализ влияния современных кризисов на экономики развитых и развивающихся стран, а также оценить их уязвимость и способность к восстановлению в посткризисном периоде. Авторы проанализировали динамику реального ВВП развитых и развивающихся стран в долгосрочном периоде 2001–2021 гг. и выявили 2 наиболее значимых кризисных периода. Сравнительный анализ показателей уровня инфляции в различных страновых условиях в кризисные периоды позволил сделать вывод о том, что в период пандемического кризиса рост инфляции оказался более плавным, чем в 2008 г., и более сдержанным в развитых странах, чем в развивающихся. Авторы провели сравнительный анализ индикаторов, привязанных к уровню ВВП, в период 2007–2021 гг. в разрезе развитых стран, стран G7 и развивающихся стран. Результат позволил обосновать вывод о том, что кризис, вызванный пандемией COVID-19, привел к менее серьезным последствиям для мировой экономики, чем глобальный экономический кризис 2008 г. благодаря реализации государственными институтами беспрецедентных по масштабу программ помощи населению и поддержки бизнеса. Обосновано, что по всем анализируемым показателям развивающиеся страны реагируют на кризисы более сдержанно и быстрее восстанавливаются в посткризисный период. Однако причины кроются прежде всего в реализации развитыми странами глобальной программы спасения развивающихся экономик. Авторами сформулированы меры, которые могут обеспечить постпандемийное восстановление экономик развитых и развивающихся стран: реализация адаптивно подстраиваемой налогово-бюджетной политики; увеличение объема государственных инвестиций в высококачественный физический капитал, сферу образования, здравоохранения и др.; повышение гибкости согласования циклов налогово-бюджетной политики с циклами восстановления мировой экономики; снижение уровня глобального государственного долга за счет достижения большего первичного сальдо бюджета, чем до пандемии; реализация мер, направленных на предотвращение возможного схлопывания пузырей на финансовом рынке; реализация программ стимулирования роста наиболее пострадавших от пандемии экспортных областей экономики и туризма. Для развивающихся стран целесообразны адресные фискальные и финансовые меры помощи пострадавшим от пандемии домохозяйствам и реальному бизнесу в условиях ужесточения денежно-кредитной политики.

Today the socio-economic development suffers from a high level of uncertainty and a large number of global changes. The purpose of the study is to compare how modern crises affected on the economies of developed and developing countries and to assess economies’ weak points and capabilities to recover. The authors analyzed the dynamics of developed and developing countries’ real gross domestic ptoduct in 2001–2021 and identified the 2 most significant crisis periods. A comparative analysis of inflation rates shows that during the pandemic inflation growth was more gradual than in 2008; more restrained in developed countries than in developing countries. A comparative analysis of gross domestic ptoduct level indicators in 2007–2021 in the developed countries, G7 countries and developing countries substantiates that the COVID-19 pandemic crisis led to less serious consequences for the world economy than the global economic crisis of 2008 due to the population and business support programs, implementated by state institutions on an unprecedented scale. According to the analyzed indicators, developing countries’ reaction to crises is more restrained, recovery in the post-crisis period is faster. However, the primary reason for this is the implementation of the global rescue program for developing economies by developed countries. The article presents recommendations on ensuring the post-pandemic recovery of the economies of developed and developing countries.
