Chinese railways are controlled by a system of People’s Procuratorates. The article describes its development in 1949–1987. The People’s Procuratorate for railway transport was based on the Soviet experience. It was established in 1953 in order to prevent violations on transport and ensure the implementation of the first five-year plan since railroads played a major role in the national economy and industrialization. Its subsequent abolition and re-establishment were related to the internal political processes, as well as to China’s relations with the USSR. The history of Railway Transport Procuratorates is an interesting example of interpreting the original Soviet system of procuratorates. The Chinese model of a specialized transport procuratorate may be used to develop and improve the current system of railway transport in Russia.
